我自己的看法是
(A) 最高級應該要加the (the most economically vulnerable)
(B) 這邊不清楚錯哪>< 是critics 前面冠詞the 的問題嗎？
(C) 改變句意 safeguard動詞變名詞 so that表目的 原文無此意思
(D) 正確答案 但是為什麼exploit變名詞在此還是正確的呢？
(E) 同(A)

我覺得這題是在看句意耶
這題的意思應該是說這項法案造成爭議的原因是因為
此項法案的成為認為這個法案可以保障在經濟上面弱勢的人不被剝削
但是 反對者卻認為這項法案會造成失業

如果以B來看 就沒有強調這個法案的意思
而且這題是以兩邊的意見互相比較 所以在句子上面應該也要平衡
ex: its proponents argue that it...,while its critics contend that it...
如此看來 CD 都有平衡 但是C改變句意

不過我再看D的時候 it safeguards the most economically vulnerable
為什麼沒有名詞呢? 還是這樣的句子就可以充分表達了呢?

我自己的看法是
(A) 最高級應該要加the (the most economically vulnerable)←正確，most當adj(翻成絕大部分時)，前面不可加the。例：the most students(絕大部分的學生)。當most當adv(翻譯是最的時候)，前面要加the。例：the most beautiful one 最漂亮的一個
(B) 這邊不清楚錯哪>< 是critics 前面冠詞the 的問題嗎？
(C) 改變句意 safeguard動詞變名詞 so that表目的 原文無此意思
(D) 正確答案 但是為什麼exploit變名詞在此還是正確的呢？.←當其他選項，在文法上有錯，被刪掉了，剩下能選的答案中，雖然有詞性改變的問題，但是句意相當完整，還是要選他

另外 it leads to people being unemployed.感覺上很奇怪, 因為being unemployed好像是被失業, 而且形容people,就是人被失業, 但是lead to 通常是指導致某種狀況, 這句感覺是lead to people who is unemployed的簡寫, 怎麼看都是不通

然後, 我的肥大英英字典裡就有一個幾乎相同的例句, 也是safeguard from expoitation. 而其他我所看到的例句, from後面全都是接名詞
(E) 感覺不能用現在完成式耶, 因為句意給人的意思, 這個法案似乎還在討論中, 沒有實施吧...(這是我的假設啦)

這題是要考語意的簡潔明暸，不要拐彎抹角造成閱讀上的困難
句意是要說明支持者認為該法案的優點與反對者認為該法案的缺點，因此優缺點要用平衡法清楚的說明, 最直接的方法就是 S1 (it/legislation) v1...and S2 (it/legislation) V2, legislation要同時擔任S1與S2，不要亂移轉 如(A) (B), 不然句意會很混淆的

另外A B C語法都不精準，都沒有清楚指出這些人是受該法案的保護

還有
該法案是造成失業而不是造出人來, 所以改成lead to unemployment才對
