我的看法有點不同耶，我覺得這題跟其他前提類型的文章有點不同，我是這樣套的。如下：

the city has revamped its collection program.(如何revampe，套D選項，The refuse incinerated this year will generate no more residue ash per truckload incinerated than did the refuse incinerated last year. ) 因為如此修改將得到以下效果This year city services will separate for recycling enough refuse to reduce the number of truckloads of refuse to be incinerated to half of last year’s number.
句意會變的滿奇怪的.

因為修改成今年refuse的量不能超過去年的量，SO city service will.....
句意還滿通暢的，個人看法，open discuss。

題目是問修改方案的前題下有什麼要求, 而不是問要如何改,題目已經跟我們講如何改了(藍色部份),
這就是E選項不對的原因,討論不符題目條件的論點
