因為 1/3 和 1/6 都符合(3)的條件 兩數的 hundredth digit都相同
1/n=0._n
1/3=0.33
1/6=0.16

(1)的條件 25% >4，那40%=3不就不合了嗎？

剩下的40%就剛好落在3
