safety belt design to protect automobile passengers better.

A直接說歐洲人比較可能帶安全帶不是就支持了上文美國要加強帶安全帶的說法

它的結論是說,要美國採用更高的標準來設計安全帶,而不是說要加強綁安全帶。

也就是說,歐洲人比較可能綁安全帶 -> 美國人比較不綁安全帶 -> 出事情可能跟不綁安全帶有關,未必跟安全帶的設計有關 -> weaken the argument
