(E) payments are not expected to be paid when they will be.

我的疑問是以上這兩個選項ＥＴＳ說"are not to be " 以及"will be"incorrectlt shifts the action to the future? 為什麼？？

還請版上大大多幫忙．．．．

'are to'的意思類似'will',
ex. we are to do something,就是我們要去作某事(現在並沒做喔)
所以,(D)(E)句意上會變成, 屆時,bank將不期待 那筆payment被清償,
事實上,是bank現在就 "不期待 清償 " 而非到時候才不期待...這就是shifts the action to the future 的意思.
action refers to "expect"
