[問題]一個奇怪的文法

我會too~to ,但沒看過too~ not to

我覺得原句應該是：
The overall task looks forbidding, but the stakes not to undertake it(=the overall task) are too high.
but後面的子句，以動詞為界，造成前面長後面短，因此把not to undertake it 的修飾語與are too high調換位子。

請指教囉...
