這篇大概是說環保人士打算把農地買下來以保存該地。但那是有問題的，因為企業可以出更高的價格買，而農民也會挑高價對象去賣。此外，假如農地還可以種的話，農民事實上不可能賣地。但農民就是欠缺財源更新現代化技術。所以更合理的策略是協助農民現代化，維持農地的可使用性。

所以第一個bf是原本的策略，但因為二個原因所以不可行。第二個原因，也就是第二個bf，推論出來另一個策略。
