我有老莫解釋的筆記，加上我自己一些想法，提供給你做參考。

(a) they originally seemed 句意不完整(seem後面要加補語)
後面省略可能有兩種省略方法
(1) they originally seemed (to cost).
問題：句意非重點，重點不是原本cost多少錢，而是"turn out to cost"
(2) they originally seemed (to turn out to cost).
問題：句子拗口不說，加上兩種省略方法句意略有不同，因此還是會有ambiguity的問題。

(e) it originally seemed they would (turn out to cost)
沒有(a)發生的問題，只有一種省略方法，且也是題目想表達的重點。
