是and平衡沒錯，不過你少看了一個begin喔…
我覺得很疑惑的是
到底是要用conclude to還是conclude by比較好呀?
這題苦惱我甚久，麻煩高手相助一下

to somebody's/something's satisfaction if something is done to someone's satisfaction, it is done as well or as completely as they want, so they are pleased

conclude by: if something such as a meeting or a speech concludes, or if you conclude it, you end it, often by doing or saying one final thing.
也就是說結尾的意思

conclude to 我覺得D比較合此題的題意, ''若商議的結果不滿美國人意, 就提交國際制裁"

為何impose前面還要用to? (因為begin沒有用to 啊.不就是省略??)

I think the parallelism should be " enable ... to single out..., (to) begin..., and (to) impose....
