Regarding your inquiry:
In the event TOEFL test takers were unable to test on their test date due to the test center closing or the test was rescheduled by the test center or Regional Registration Center, ETS will reimburse reasonable travel expenses relating to the test appointment.
In order to be reimbursed for your travel expenses due to the closing of your test center or the rescheduling of your test, please fax documentation of your travel expenses and a copy of this e-mail within 30 days of your original test date to 1-609-771-7774, ATTN: TOEFL Reimbursement.
Your documentation will be forwarded to a supervisor upon receipt.

意思就是ETS要補償我travel expenses,但是30天內要把費用的明細、這封E-mail、跟原本考試的日期傳真給它,因為我要去台中考,所以我想到時可能買車票或是住旅館的時候,要一份證明的文件吧
