A）The economic......has is錯（兩個動詞放在一起），除非改成what the economic...has is... EX: what I have to do is .....
此外，畫線後端 and it only was.... 這裡it指 原句主詞the economic problem 意思不對
B）理由同A
C）正確，且not as....but as....平衡的很漂亮
D）which 只前面的overpopulation，意思不會
E）it指代有誤，理由同（A）

本題我有不同解法...
A）我不認為has有錯....因為只是關代which做受詞被省略掉...隨便舉個例...The girl (who) I met yesterday is a lesbian.
我認為應該是problem 不等於 surplus ..平常看到的句子用problem做主詞通常是the problem is that s+v
故刪除A）D）E）
D）修飾語誤置...通常這種句子我有小訣竅...因為前面有not overpopulation...故後面一駝修飾語不可能修飾不重要的overpopulation...可對照考古題35-27
E）有脫節問題...改變主詞....而且be+Ved中間不可以放副詞...不然會產生分裂結構....

Only the option C has "as" ; all other options don't. So I think the answer should be C afterall. (I wrongly chose B initially, however :D )
