369, A錯，應為In ving, S+V+O. 此處S邏輯上要能擔任ving的主詞. 但是"問題"怎麼能做"評估"這個動作呢？
所以碰到分詞放在句首就要馬上注意是否有dangling modifier的問題.
不過像C這種結構是否也有相同邏輯主語的問題呢？A question that is irrelevant in assessing. (be+adj+in +Ving)

我只知道以下兩情況的行為者是一致的，因此行為者可予以省略
1. 分詞構句..., S+V+O...
2. 連接詞 + 分詞..., S+V+O...

如果369的(A)是這樣解,,莫非省略行為者還有第三種規則可以是

(A) In assessing... 修飾全句,主詞是 question, 因為 question 不會 assess, 所以不能這麼修飾.

介系詞 + Ving..., S+V+O 這樣句型的 Ving 的確需要一個會做動作的主詞 S, 但是反過來就不一定 (i.e. S 不一定要做動作)
另外,不定詞也會需要一個會做動作的主詞喔!
