E相對來說相當簡潔
數字當一個單位來解釋的話,全用單數
ex: Four years have passed. (一年一年過去)
Four years is a term of Presidency. (四年是解釋一個單位)

B的話, so當連接詞, 勉強還原作:so the expectation is plunging to merely seven or eitht dollars this year. 句意已經變成:"期望"下降到7或8元??

第二點: 7 or 8 dollars 是名詞, 應該用形容詞mere修飾, rather than a adverb "merely"
