答案是C而不是A
是不是因為C中的Under a unanimour ruling by the Supreme Court要修飾全句呢??

A選項 where it regularly circulates under a unanimous ruling by the Supreme Court.
若under...放在where的後面,會造成句意被誤解了
所以Under...要放在最前面對吧? :)

莫老師說介詞片語(prep+noun)有兩種功能，一個當adj phrase，一個當adv phrase
在(A)中under...Court放在最後，當副詞片語修飾circulate，邏輯不通
在(C)中Under...Court當副詞片語修飾be sued for

這題真的不容易...
