Basically I think asking for feedback is a practical way. However, some schools do not provide feedback and you have to step back and judge where weaknesses are. Then find the most EFFICIENT way to show your improvement.
On the other hand, I think TOEFL is more likely a THRESHOLD. Of course there are other ways to prove your English proficiency such as high verbal score in GMAT or impressive interviews. Nevertheless, I really feel it is not realistic to try all other ways except retaking TOEFL.
