他應該是說
這個market researchers不做消費者的調查是因為
消費者對於實驗階段的technology無法做可靠的指標

(大概吧,我只有這樣想才通)

本來是兩個都可以研究,可是在這個科技發展階段的客戶
不能提供可靠的研究資訊,所以只好只研究製造商了
