從選項裡發現,原來 duplicated facilities 應該是 duplication of facilities => (D) (E) 選一個; (D) 的句意不太對勁, 好像跟前一句沒什麼關聯(...構成資源浪費,然而...); 原意應該是"...構成資源浪費,僅就...而言."
選 (E) 我有個問題: if 跟 because 都是連接詞, 一個句子兩個連接詞,這樣對嗎?

還能看到，A，B中的alone 用來形容 facilities了，改變了句意～

感覺if only because在這裡應該翻譯為如果僅僅因為。if 和 only 這裡是分開的，而不是我們熟悉的表示「只要」的if only。
句子意思是，如果僅僅因為duplication應當被避免(就不去做），那麼建造新醫院（這種好事）就會被視作a wasteful use of resources. 說這句話的人應當是贊同建造新醫院這個行為的，認為後文提及的這個負面相對無足輕重。
這樣解釋的話E是很通暢的，不存在依賴排除法的問題。


但我還是有疑問
說這句話的人到底贊不贊同建造新醫院?
if only到底該如何解釋 ?是什麼詞性呢?

if only because... 補充說明,句意在前面的主要子句,次要結構不會改變主要結構的意思.(所以應該是不同意蓋醫院吧!)

Maybe IF I do the cleaning, the real reason is ONLY/simply/just BECAUSE I'm in the habit of doing so, whether the floor is dirty or not.
