No. Percentage means how well you do when comparing to the rest of the people who take GMAT. 99%, for example, means you are #1 out of every 100 people who take the test.
Example: M (95%), V(95%), Overall (99%). So that means although I am only top 5 in Math or Verbal, I am still the top 1% out of every 100 people when combining the two.
Another thing I discovered is that.... scoring high has nothing to do with how many questions you have got right. What matters is how many HARD questions you have got right. So, don't think too much, just do your best in the exam.
