我覺得原題的意思就是在美國禁用的化學物質禁止銷售到其他國家
因為(C)選項

用的介系詞是to
所以(A)錯不是句意的問題

(A)(B)(E)都是directive+that
(D)prohibit that....
最直接的說法就是該命令禁止......

而且根據OG10 #100，以上兩種都是unidiomatic
