為什麼 (B) 選項裡 'other than the current access routes' 是對的呢?
我選 (D), 衝著這句: 'partly because they are captured for sale as pets' ,但是好像會被題目這句 'it is difficult to collect the tortoises without a vehicle' 封殺.所以事實上是找不到答案啦!

題幹裡有句話是說, Targland plans to halt this population decline by blocking "the current access routes" into the desert.
選項(B)是說Targland是否能將此法律施行在所有能進入此地區的地點, 除了施行在current access routes外
如果不能的話, 那麼all-terrain vehicle還是能從別的地方進入, 如果能從別的路徑進入的話那麼便不能如預期的防止tortoises的population下降, 也不能防止其繼續傷害其棲地...
所以如果Targland要其所施行的法律達到其預定的目標的話, 則必需evaluate(B)選項的可能性....

其實我是這樣想的, officials' prediction是根據他們所提的plan而來的, 如果要evaluate official's prediction則需從他們的plan下手, 即為blocking the current access routes into the desert and announcing new regulations to allow access only on foot. 所以(A), (C), (E)實在是沒有關聯的選項...
而officials predict這個計畫會是adequate, 因為it is difficult to collect the tortoises without a vehicle(事實, 因為其用了since這個字, since代表logical reasoning的因為, 並非個人觀點的因為)...
因此, 其實所有的focus其實是圍繞在without vehicle進入, 則population不會在下降...
所以在此plan上必需要小心閱讀每個字... 因為每個字都是有意義的...
因此只有選項(B)是最好的答案
