應該是比較正式又精確的用法

這一篇我是用句意來看，不知道有沒有理解錯（有錯請指教 ）
感覺最後一句是雙方互相歸責於對方，所以用each
有強調互相的感覺 本來選C 結果後來發現犯了大錯誤 沒注意到主動詞一致，果然考試還是要細心一點阿～～～

不確定對不對...提供我的想法。
這題考的是the other及one another的用法，此兩種用法皆表"互相"的意思，差異如下:(節錄賴水信託福文法書)
the other:兩者之間
one another:三者(含)三者以上之間
原題是the contractor 與the engineer兩個人(或兩群人...不確定，因為the+N有時可以是表整體)
anyway,不管是兩個人或兩群人，應該要用the other來表示兩者間。

但還是想請教A選項

沒畫線部分表達The contractor and the engineer 兩個人(或兩群人)同意某個原因,but之後畫線部分如果用both表達雙方責怪彼此,是否比較對稱表達題目意思?

這一題 我也想用both 雖然我選了C 也是沒注意一致性
不過看了討論之後 覺得 each blames the other
似乎比較像是指兩個或兩群人互相指責
而both blame the other 雖然中文翻起來好像也通
但是 在英文的意思中好像不確定到底是幾個或幾群人
(兩個人或兩群人指責另外兩個或兩群人?)

只有兩個, each (其一), 才會有 the other (另一個).
both 不會有 the other, 因為 both 之外沒人了.

我的解讀是:
A選項的 both (兩人) → 所以應該是 each other 而非 the other
B選項的 each (單數..所以是一人) → 使用 the other 是正確的

先看the other及another部分：
其實這一題要說 '兩個人互相指責'
既然只有兩個人一定是one.......the other......（不會是another）

再來看both還是each：
如果要用both來表達應該是 both blame each other
不然就應該each blames the other (雙方都指責對方)
