enough (adj, adv, n) 常見的用法是與不定詞連用: enough to +V
不定詞表示目的, so that 也表示目的, enough {so that...} 應該是 enough {to +V} .但是後面非劃線部份是句子,也不能用不定詞.

建議依句意的合理性去判斷時態比較好.

似乎沒有一定在否定時才用 so...as, 不過大部份如此就是了.

(D) 使用關代whose，精確修飾project
(B) 使用片語at a cost...可以修飾propose這個動作，或是修飾project

D中的whose是不是也可能讓人誤解是修飾a number of water treatment 或是conservation projects或是兩者都修飾a number of water treatment and conservation projects呢???

當然比較上來講B錯的比較嚴重, 只是感覺D好像也有點小問題 @ @
