根據題目 要衡量這個機構是不是要廢掉
首先要比較的是這個機構所產生的營運成本 跟它篩檢cheeze對人民健康所產生的利益 兩者做比較
在B 所近年來這個機構透過績效使營運成本有下降 但問題是成本原本很多 即使績效改善 成本降低 營運成本的幅度有可能依然很高 無法排除廢除這個機構的理由
相反在C 因為有這機構的的把關 赫阻了國外劣等cheeze進入國內
表示若沒這機構的後這些劣等cheeze可能就超過本來1%的比例
因此 這個機構的存在對國家而言 始有其價值的 故C正確

我覺得像這種evaluate的題型應該注意一下他應給而未給的訊息
這往往是思考的關鍵,題目說維持這個單位的cost高過他所帶來的效益
但其實沒有講清楚它到底有什麼效益,也沒有說明到底位何cost(高?).然後突然一下題目就結束叫我們evaluate;只知道的這個單位應產生的貢獻被立法者給排除掉了(淺在的健康效益);感覺上就是,立法者一味說這個單位不好,因為cost太高,所以要(刪掉預算).....
我個人認為,既然題目這樣武斷,應該就要由這個benefits it provides的點去思考,
而不適合在cost上面打轉.

答案C明確點出這個單位的價值,因此有maintain的必要.

至於答案B.maintaining cost =\= operating cost吧!?
一個是立法者用預算maintain的cost,一個是該單位自己內部營運的cost,出發點不一樣

嗨~ 我想到一個解釋的過去的解釋了(想了好久，這題有夠難)

C. 如果yes, cheese出口國再也不敢把不合標準的cheese “ship”來，所以，the cost of maintaining the agency 就不一定很高，因為不需要檢驗那麼多cheese。如果no, cheese出口國還是執意把不合標準的cheese “ship”來，那可能the cost of maintaining the agency會高一點，因為要檢驗更多cheese，可能要加人手，或是要加班，或是要添購儀器。

B選乍看是比較相關，可是時間焦點不對，如果是講"will eliminate"可能就可以選了
