B-用過去分詞begun的話，即形成分詞片語(participle)修飾前方名詞或整個子句，
這樣後方and就沒有辦法平衡囉(前面沒有動詞呀)

正解(A)結構為：主詞construction....主動began...and 確被動was completed...

既然construction都可以主動began，怎麼會用被動was completed....?? (逃跑.......!!)
