就如同你所說的：
表示建議：suggest/recommend/urge
表示要求：request/insist/demand
表示重要，急迫：necessary/important/essenttial/urgent/desirable會用到
S.+suggest that S.+　(should)　+原型V
所以一看到mandate 就會想到mandate that S+.+　(should)　+原型V，但是在ＯＧ中似乎認為should一定要省略，也就剩下這種句型suggest that S.　+原型V

should必須要省略的原因在於這些動詞已經包含了should的意思
如果不省略的話,就犯了redundant的錯誤
