個人覺得

(A)(E)despite+名詞 that
此句應該是說明空屋率很高及沒有需求蓋新房子這兩件事
所以要用句子來說明會必較清楚(even though+句子)，用that來修飾名詞，重點變成vacancy rates ，不是vacancy rates are high這件事

再補充一點，vacancy rates in existing structures that are exceptionally high會有歧義，high會變成形容structures而不是vacancy rates
(C)there are exceptionally high vacancy rates
感覺很多餘，不如vacancy rates are exceptionally high來的直接
(D)可以用名詞，就不需要用動名詞了

感覺(B)句意比較完整

even thought + 句子 ==> 可用來說明前面的句子 或 兩件事情的對照
除了even thought 還有 although, whease, while.....etc.

倒是忘了despite + N 的用法，突然想到 PP1-Q142 也是有這樣的考點
