同一個句子之中同一種代名詞只能代相同的東西，所以這題的正確答案為 B
在主詞相同為前提下，while 常接 non-finite clause（見於 Collins Cobuild English Usage P519），也巧妙的避開了錯誤，而 that clause 又正確的修飾 pollutants
也就是說未劃線部分的 they 所代的是其主詞，they = what = pollutants

註：在主詞相同為前提下，while 接 non-finite clause，在 OG 中不常見，目前只找到 OG11th Q134．或許因為其主詞必須相同，比較不合適 SC 句子的鋪陳，亦無法展現 AT 所偏好的 parallelism．
