我認為which代funds是因為The water supply of New York City was endangered by三件事,第三件事是不足的資金,而後面的which用來形容此資金的目的(說明什麼東西或目的的資金不足)!!

另外,在這邊應該不用去強調是誰去完成新隧道(指目的)!!

我不覺得可以這樣改耶，
因為這只是三個名詞並列，不能用to來表示the scarcity of funds的用途，
我認為改成the scarcity of funds for completing new tunnels比較好（雖然for+Ving很醜）。
