A 和 E 選像我想最大的差別在於 the repetition of the noun" rules" to emphasise what sort of rules the author is talking about. rules 這裡當補充說明 使句意更清楚

ensure 的用法：ensure + noun; 或者 ensure + that...

rules是被用用intend的，前面也說到state proposed rules，所以應用過去分詞
rules也不能跟intending，intending的邏輯主语應該是人

我的想法是：
put through triage 是已完成分類的意思。
(病患一送進急診室都有先做檢傷分類的嘛，triage指的就是這件事情)
所以修飾急診室是不對的，應該要修飾病患才對。
於是C,D錯誤。
B選項的with改變句意。
E選項的this不知指啥。

選A最好。
