還有阿，GMAT這種東西連洋人都會做錯，所以誰都不要相信喔 。
相信字典跟文法書絕對沒錯。

因為我查字典也大都是這樣
可是這一堤的答案為何不是whatever its merits may be.
而是只有單單的whatever its merirs呢?

whatever就有may be的意思在了 B中的may be 就是贅字囉

我查了一下字典
發現proposal[Countable]提案,建議,計畫 其用法是
proposal + for sth / Ving
proposal + to V
而字典中用proposal of blabla時,proposal是[Uncountable]作提議,建議來講
不知道這樣是不是可以刪去B呢?

非劃線部份 if enabled 的主詞一定是一個名詞(N), to-V 或 V-ing 都無法勝任 (因為to-V 或 V-ing 本身就是動作, 不須要被 enable);
if enabled = if it was enabled; it = N; 只有 proposal 可以作這個名詞 (it = proposal);
所以 (A) (B) 選一個; 比較長短 => (A)
(A) proposal to +V, OK; 問題是 whatever 應該是關係代名詞, 沒看到動詞 => 是不是省略了 be 動詞 (are) 呢? i.e. whatever its merits (are)
(B) 莫伯伯好像說過 N + of 後面不能加 V-ing, 因為 of (所有格) 後面的名詞表示狀態, V-ing 不能表示狀態. proposal of V-ing 就不能選了!
