我覺得 1 2 除非 for use 有什麼其他的解釋
不然 for ... to V... 都是表目的和用途 -> redundancy

According to above explanation,could you tell us what's different between option 1&2 and option 3?

If your explanation is right, in my opnion I think to V~to ~ is also redundant.

對於 1 2 我的解釋是將 for ... to V... 都認為是修飾 distribute
所以是 redundancy
對於 3 4 卻又把 to use something to V 後面的不定詞認為是修飾 use
應該是太偏心了 :P
擺明想把 1 2 兩個選項置於死地

我從og sc 222解釋中
the prepostion "for" is used unidomatically in place of the "-ing" modifier to introduce the phase describing powers.
其中 ets用了 use in place of 的用法
再者 to use 表示government的目的
如此一來them也可清楚表示eletronic books and computers
to use eletronic books and computers in place of textbooks.
所以我覺得4較為正確

不過如果硬要他選一個

首先
不定詞表目的 所以答案 1 先去掉
再來 use them 的 them 前面出現過 顯得囉唆
所以就是答案 2
