但為何選項I, 也可以支持作者的論述…？

本題目我不考慮I的原因是因為I選項的陳述中其所描述的金額為絕對數字，並非相對金額，光是絕對金額就可支持該論述（增加中產階級與低收入戶的食物成本，並巨額花費納稅人所繳的稅收）了嗎？
麻煩指教，另外我不是很了解"institutionalized penalization"的意思？

20 billion vs 12 billion兩個數字比較的話是相對的概念

選項I用具體數字說明:

題目中的 middle- and low-income families 是寫出來虎人的嗎? 我只覺得 I 對.邏輯是政府對低收入戶在食品購買上會給予補助,食品變貴,政府在窮人身上花的錢變多而轉嫁給納稅大眾.
因為 II 沒有說 farmer 歸於 middle- and low-income families 所以不覺得它對.
III 是無厘頭--天外飛來一筆也!
難道在考慮II的時候不必理會 middle- and low-income families 嗎?
