rule that... 不是應該後面用原形動詞嗎？跟require that後面一樣啊？
為什麼這裡可以用ruled that ... "owed"

這邊的rule當裁決、裁定用的v...
後面接that子句說明判決的內容...
應該不同於類似假設法用法的require that ...(should) 原形v 的用法...
