是阿，分詞構句是說Swiss government panel做了這個動作所引起的後果。

因為常常聽說 關代不能修飾整句(which raised fears --> raising fears) 所以不太趕選 結果選了個化蛇天竹的 b ><

GMAT裡的which是不能替代前面整句的。
至於口語裡是否可以替代整句，我不知道，
還是請那些有美加當地生活經驗的前輩說明吧。

我想 代名詞(包括關代)不可代替句子或動作 這個觀念應該是對的

不過在GWD的CR考題就出現過 which 代替整個句子的概念
