1.zoning是前面downzoning的同位語對吧?為什麼要這樣用咧?感覺不太簡潔阿?

不會壓，拿掉同位語對句意沒有多大的影響。
這代表作者認為同位語內的資訊其實不是他真正要表達的重點，只是附帶說明一下downzoning的特性而已。
所以用同位語其實是有他的意義在的。

2.there be 的用法好像不太簡潔,什麼時候才非用不可呢?

ㄟ...當其他選項有明顯錯誤的時候！
there be 句型不是錯，是囉唆。但囉唆總比錯好.....

A: 限定用法,特指那一個 downzoning (i.e. 和原句以 zoning 間接來解釋不同;沒有 zoning 的詞意)
B: 非限定用法,泛指所有的 downzoning 皆如此,如 A, 是不是一種 zoning 並不重要. (i.e. 沒有 zoning 的詞意)
