increase (N.)in wages --> 薪資的上昇

increasing(adj.)wages --> 上升的薪資

句意有點改變了.....

$150 million 要 cover 的東西應該是增加的部份薪資

不是整個增加的薪水

還有(A)的that......negotiations都只是修飾wages

(C)expected.....negotiations變成修飾increasing wages了

我從句意我只能看的出這樣

可是我覺得是 approve the increase in wages as(作為) a result of negotiations with the municipal labor unions
作為跟市政勞工工會協商的結果

不知道大家的看法如何？

我是這麼理解:撥款"是"協商的結果.
as 是介係詞,不會有"作為"的動作.
