雖然我認為 D 將文章 main idea 陳述的很清楚，但似乎是認定 2nd BF 是全文的 conclusion 所以一定要講出來罷了。

我的想法：

看一看好像覺得A比較正確，
因為批評者說" three percent of current retail sales falls short of the amount raised for schools by property taxes"
也就是說以現今銷售額的3%來看，是比不上從財產稅來的量。
之後也說了"The critics are correct on this point"
批評者這個觀點是正確的。

不過因為有新的業者進入，使得銷售額會明顯增加，
故日後給學校的錢並不會減少。

所以D說的感覺不是很正確，因為第一個BF並不是此論述要去反駁的，
而是較接近如A所說的，"第一個BF是要去反對這個計畫，
而第二個BF是要去減弱這個反對的力量"

也就是說作者同意批評者所說現在3%不夠...但以後的sales會增加
因此不能選D...不能說這個claim是錯的
