這裡的forbid作『避免』用
朗文字典裡的解釋：
formal to make it impossible for someone to do something
synonym-prevent
eg.Lack of space forbids listing the names of all those who contributed.

容易看出字意的翻法是--新合約讓罷工不會發生。
