答案是C，我選D。
這題的語意應該是(水和其他資源)的管理問題。

D有歧意，但是我認為C也有歧意，
C可不可以看成：
Problems in the management of water and (in) other resources.呢？
C會不會改成這樣比較好？
Problems in the management of water and of other resources.
這種問題是我的盲點之一，稍微複雜一點我就得花時間慢慢選，而且還會選錯...請各位前輩伸出援手。

還是沒有解決歧異問題ㄝ!??
到底是 1、Problems in the management of (X + Y)
還是 2、Problems in (the management of X) and (Y)

這題真的是我的盲點!

我想 如果要表達1的最好方式應該要在Y前面再加個of比較清楚吧!
By the same token, 表達二應該也是要加in比較清楚吧!
甚麼都不加 應該會歧義。
