我也投C一票，
chemical當名詞時應該是指"化學物質"，這樣一來句意會不通順，
或許C可以改成chemical industry或chemical engineering，

原句意思為：
在Wyoming的Cheyenne其主要經濟活動包括運輸業、化學工業(工程)、觀光業，但不包含政府活動。
換句話說，governmental activities佔the economic activities of Cheyenne的比例不大。
