我不是大大，不過解釋一下....
1.the concern that the bank's loans ....，中 that the bank's loans ....是conern的同位語，擴張concern的內容
2.congressional passage→國會的通過，passage是名詞
3.原題意United States legislators cite an obstacle to congressional passage being the concern that the bank's loans will help ..中，進一步解釋concern內容的是the bank's loans will help....，如選D的話，進一步修飾concern的變成an obstacle to congressional passage，改變原題意，所以不選

那麼答案C是不是有倒裝呢??
一開始看到cite 後面接as 覺得很奇怪所以不選
後來再看幾次 發現好像是cite A as B的倒裝
C: cite as an obstacle to congressional passage the concernthat 子句
還原後變成 cite the concern that the banks loans will help foreign producers compete with American businesses as an obstacle to congressional passage

不知道這樣說對不對呀??
