應該是NOT打錯吧 不知道有什麼問題 歡迎提出來討論歐~

如果是not的話，city official 的論點是他覺得沒買保險的人沒有受到與有買保險的人一樣的醫療水準，這時評論家說，他覺得沒有買保險的人並沒有受到適當的醫療，然後city official又說，他覺得評論家的論點是錯的，根據觀察有保險的人確實受到比較好的醫療對待。

我覺得這樣整句的論點都是一樣的，大家都覺得沒買保險的人受到比較不好的醫療對待，所以我才想說，mot到底是什麼意思？不知道我是不是有誤解的什麼地方呢？麻煩請高手指導，感謝感謝～～

CITY OFFICIAL說有保險的人受到比較多的醫療
但其實這些醫療是過度且浪費的
所以沒買保險的人是受到較少的醫療沒錯
但較少不代表是不適當的醫療
這是我的理解~有問題在提出來討論嚕~

所以這題的意思是一開始大家都認為沒買保險的人受到比較不好的醫療待遇，評論家也這樣認為，但city offical認為其實不是，應該是有保險的人過渡浪費，而不是沒保險的人沒有受到良好的醫療待遇囉？

第二句話 是反對批評家的結論 並非是 official 反對的立場(應該是他支持的立場)
