答案是b，我選e，這一題是不是有點像要選題目的換句話說？還有e不能選是因為選項中有提到有競爭力的合約，而題目沒說嗎？謝謝。

E是說我們寧可自己去爭取很競爭的標案 也不願意參加跟別人合作而利益減少的案子
降跟題目的意思是不相同的
題目是參加那些合作的案子 雖然獲利會減少 但有機會參與平常無法參與的國外案子
