我想問的是A 如果依題目來說因為water-treatment使得從去年至今年患此病有明顯的下降那A選項此treatment已經實施5年了若真的是此treatment使得此患病率下降那此病早該獲得控制而不會等到今年故非water-treatment的原因必有他因
我覺得這個選項也是weaken health official 的說法呀

希望高手指導我邏輯上的疏失謝謝

題目要挑一個 most weaken 的答案
A 乍看之下是一個適合的選項
但是A還是有不好之處
因為題目說 which made for cleaner water this year
所以已經告訴你淨水廠是今年開始供應乾淨水
淨水廠蓋的時間就變成無關選項了 :)

E的意思是說這個rural county在十年前已經提升水質，等同於鄰近國家的水質

OG的解釋大概是說，鄰近國家的水質也不一定好，所以這個選項不能選
