這一題好像和前面某一套的題目重複，
但我不曉得是哪題:^)

答案是D...可是看D看得很不舒服(可能是因為with開頭)...
有人可以幫我解釋一下？

不知我的解釋對否,試說明如下
A,B->可直接刪掉,因為畫線後有now using ...to ...,所以many people 後應該要有beV: are
C ->,and 前後不對稱,且there are 虛字少用
E->and 前後不對稱

這裡的with是介係詞,表因為...的意思~

這是從Longman Dictionary摘錄下來的,

because of a situation that exists:
EX:With John away there's more room in the house.

但with也可以表隨著...的意思~

used to say what position or state someone or something is in, or what is happening, when someone does something:

EX1:She stood with her back to me.
EX2:We lay in bed with the window open.
EX3:She was knitting, with the television on.
EX4:We jumped into the water with bullets whizzing past our ears.

(E) 似乎是比較好的答案:儘管行動電話降價及日漸普遍,許多人在晚間和週末低費率時(才)用行動電話.
但是有個問題:跟原句意有出入:因為行動電話降價及日漸普遍,許多人在晚間和週末低費率時用行動電話.
選 (E) 因為其他選項錯得蠻嚴重:
(D) 1. with 修飾 many people 不合理-- with 應該是一般性的狀況描述,不是針對 many people; 2. with 片語時態 (in the last year) 跟主要子句 (now) 不一致; 3. with 片語修飾主詞或主要子句,但是結構卻比主要子句還複雜:片語裡還有片語,其中還以連接詞連接不同的時態(結構複雜吧!).使得時態無法清楚表達,也沒法以既有時態修飾主要子句,感覺像是硬湊一個片語出來 => 應以連接詞引導子句比較清楚.
(C) 不平衡: with..., and S+V...
(B) 沒有動詞
(A) 不平衡: Because of... (介詞片語) and as S+V... (副詞子句)

我覺得 (E) 不對，因為根據此題的句意沒有"對照"的意思，只有因果的關係，所以(E)改變句意
而 (D)是正確答案: 用with表原因，and也平衡: the cost of wireless service plummeting... and mobile phone becoming...平衡的非常漂亮ㄡ
(A) (B) 則是主要子句沒動詞
(C) 雖用with表原因，可是and 不平行: with the cost of .... ,and S+V
