這裡牽涉到so as to 與 so that 用法的差異

so as to 的主詞就是動作的發出者, 還有so as to 比較不能表現出時態
相反的, so that S+V , 這時候的s 就不必是動作的發出者,也比較能表現出時態

在作題時,主要還是以主詞來判斷

在這題, Sophisticated laser-guided land graders 是主詞,
如果選A,動作發出者就是 Sophisticated laser-guided land graders
Sophisticated laser-guided land graders 是不可能自己主動 not to waste water 的

如果選B,則沒有這樣的困擾

至於時態,我認為不要立刻以時態來作為篩選答案的標準
