The answer is (B)無疑義
但是a country devloped civil aviation應該是extent的同位語才對呀
那為什麼不是"which"就好, 而要加個to 變成"to which'呢?

改為形容詞子句當然要用to which

如果不加TO，變成The extent which A country developed civil aviation. ， A country developed civil aviation.裡面已經有S.和V.和O.，是非常完整的句子，那個Which是TO的受詞
2.A country....不能當extent同位語，因為同位語是用來擴張原意，其性質要與她前面的東西相同，數量一至。此處A country....沒發揮到這功效

extent = 內容, 範圍 ----> 什麼內容?
內容的範圍就是" 國家要發展航空" (a country developed civil aviation)
所以extent=內容=a country developed civil aviation
為什麼不可以當同位語來解呢?

1.我是把extent翻成程度，所以determine the extent to which a country developed civil aviation. ，我翻成→決定一個國家的航空業要發展到什麼程度。
2.如果把extent翻成內容，而determine the extent which a country developed civil aviation. →決定內容(國家發展航空業的內容)，如你所說的which...當同位語，應該也是可以
3.which，這裡當TO的受詞，是肯定的
4.不過常用的同位語，是以thatＳ＋Ｖ..帶出
