我大致上把我知道的翻一下：「在1933年，rubber, clothing, and shipbuilding 這三個產業實施一天工作六小時的政策，並視這個政策為永久的accommodation(我查不到較適當的翻譯)而非暫時的權宜之策……」
後面的就無能為力啦^^"，
感覺…還滿怪的句子，個人認為what引導的子句(what many observers thought)是一個名詞子句，當主詞用，後面的was是這個子句的動詞，如果真是這樣的話，不就變成…accommodation to +(完整的句子)…
另外，C錯在哪呢?believing修飾前面的句子，it 指代a six-hour workday，應該沒錯吧
