選Ｄ → Prepared by the United States goverment's...感覺沒頭沒尾，如果是省略 which is...前面也應該有個東西給 which 代吧？
選Ｂ → As 既可當連接詞後面又接了完整的 is prepared by...所以才選B

可以請知道的人指導一下嗎？謝謝....

答案D才是正確答案，因為是分詞句構。
因為是Consumer Prise是被準備，所以一定是用被動prepared.就是Ved而不是主動用Ving.
看一下答案:
A錯，不定詞表目地為主動而非被動，後方prep不會是被動的by.
B錯，as解為當...時為conj詞性，那麼it為Consumer Prise，則後方必須有動詞，連接詞連接兩個完整子句，Consumer Prise 是不會自己準備，需改為As it is(was) prepared.
C錯，when也是conj，所以要改為When it is(was) prepared或是可省略從屬子句when子句的S+V(需兩者同時省略)為When prepared...
