if not most ，說明了minority people 是很多many，"即使不是大多數".

AD句意完全不同喔，
A是說很多少數族群,幾乎大多數..
D是說很多少數族群,如果不是大多數..

如果不考慮likely這樣非慣用的話，
A的說法很累贅，直接說likely most minority people更簡潔

這題A錯在 "would", "would"的出現暗示這個clause是假設語氣，但A沒有出現任何具有假設語氣的動詞或名詞(assume, asumption, predict, ...)。

D對，"if not", 是假設語氣，選D

解題時，注意"could, would..."等假設語氣的標誌辭。
